“Helicopter Landing Area. If you park here, be prepared to move your car at a moments notice!”
They are a safety and traffic control nightmare, but I realize economics mean we have to put up with them at many small hospitals.
(And I’m sure you’d agree that at least they’re better than landing off-site and taking an ambulance ride to the hospital!)

The after 7 PM might be an attempt to provide a larger landing zone after dark. Temporary landing zones being generally 60 feet by 60 feet daytime, but 100 feet by 100 feet nighttime.
